I assume the reload is complex, or stupid. There have been times where Heckler & Koch have denied the existence of the P11. Plus, the gun wasn't sold commerciallly. German commando frogmen used the P11, so likely, the P11 was able to be sent to a nearby H&K factory, reloaded, and given out the the Germans.
